ARTICLE 1. Call the Meeting to Order
Chairman Wallace called the meeting to order at 7:09 p.m.
ARTICLE 2. Approval of the Agenda
Supervisor Julien made a motion to approve the
agenda submitted by staff. Member James seconded the motion. The
motion passed unanimously.
ARTICLE 3. Approval of the Minutes of May 15, 2001
Member Clark made a motion to approve the minutes
of the May 15, 2001 meeting, as submitted by staff. Member Kingsland
seconded the motion. The motion passed unanimously.
ARTICLE 4. Final Report on Old 28th St.
Streetscape Construction
John Elliott stated that property owner reaction to the project has
been very enthusiastic. Some were concerned about the length of time
the project took, but were satisfied with the work completed. John
informed the DDA Board that the project was essentially complete in
late July 2001, although replacement trees will not be installed until
late fall 2001. The revised total for the project is $1.2 million and
it appears the project will come in at that cost.
Member Clark asked about the status of the condemnation process
with the Westdale property on 28th Street. Manager Cravens
explained that progress was going slow because there was no clear
title on the property. The problem rests with the Westdale estate. Our
attorneys are working with Westdale’s attorneys to resolve this issue.
Supervisor Julien commented on the size of the turnaround that was
placed on the condemned Westdale property. He felt it was overbuilt
and he would like it reduced in size. Perhaps pictures should be sent
to the Road Commission to convince them that this turning radius is
too large.
Chairman Wallace had a question about the telephone box near the
new wall at the bottom of Old 28th Street. Manager Cravens
stated that a shrub would be installed to hide the telephone box this
fall or next spring.
ARTICLE 5. Progress Report on Leslie E. Tassell Park
Construction
Pat Cornelisse stated that JWK Construction should be close to
completion by October 4, 2001. Elements have been upgraded at the
request of Mr. Tassell. Mr. Tassell has paid for these upgrades.
Additionally the sculptures donate from the Mr. Tassell and the
Woodricks will be installed in time for the ribbon-cutting ceremony.
The Circle of Peace sculpture donated by the Woodricks will be
installed September 25, 2001.
Supervisor Julien asked about the availability of electricity in
the flat area below the pavilion. Pat responded that electrical
outlets would be near the flat area for patron use.

On a motion by Supervisor Julien and seconded by Member Kingsland
the meeting was adjourned at 7:43 p.m.
