MINUTES

CASCADE CHARTER TOWNSHIP REGULAR BOARD MEETING

Wednesday, June 9, 2004
7:00 PM

Article 1. Supervisor Julien called the meeting to order at 7:00 p.m.
Present: Carpenter, Goodyke, Jones, Julien, Kleinheksel and Timmons
Absent: Parrish (excused)
Others Present: Manager Cravens, Planning Director Peterson, Planner Deem, Reporter Wilson, Deputy Clerk Neve and those listed on Supplement #1.

Article 2. Supervisor Julien led the Pledge of Allegiance to the Flag

Article 3. The agenda was approved on motion by Clerk Kleinheksel and supported by Treasurer Carpenter. The motion carried.

Article 4. Approval of Consent Agenda
a. Approval of Township Board Minutes
1. Regular Meeting Minutes of 5/26/04
b. Receive and File Various Reports
1. Treasurer's Department Bank Balances for April 2004
Motion to approve the consent agenda carried.

Article 5 Financial Actions
a. Consider Approval of Bills, Transfers, and Payroll for May 2004
b. Consider Approval of General and Special Funds Financial Reports for May 2004
c. Consider Approval of Public Utilities Financial Reports for May 2004
Motions to approve the financial actions carried.

Article 6. Public Actions
Motion and support to open the public hearing carried at 7:05 p.m.
a. Public Hearing - re: Request to create a new PUD and rescind
Ordinance 14 of 1995 of the Glenwood Hills PUD (5540
Glenwood Hills Parkway)
Planner Deem related the applicant (Rockford Development Group is seeking to create a new PUD from lot 4 of the Glenwood Hills Office Park Plat and lots 5,6, and 7 of the Glenwood Hills Office Park No. 2 Plat. This request will rescind Ordinance 14 of 1995 and have the same regulations as the underlying zoning of the Glenwood Hills PUD.
No comments were heard.

b. Public Hearing - re: Request for PUD rezoning for the
development of three industrial buildings on one parcel (5151 52nd Street)
Planning Director Peterson related the applicants request for rezoning of approximately 10 acres to accommodate three industrial buildings on the site. The applicant, Rapid Packaging, is currently located on 28th Street and would like to stay in Cascade Township by developing this project as a campus atmosphere for different divisions of their company. Each building would have an industrial use in it.
Peter Colvin, Grooters Development, commented he has had very positive responses from the neighboring property owners.
Russ Spees, owner of the 28th Street building, said he would retain and redevelop that property.

Motion and support to close the public hearing carried at 7:20 p.m.

66-2004 Consider Approval of New PUD and Rescind Ordinance 14 of 1995 at
5540 Glenwood Hills Parkway
Clerk Kleinheksel supported by Trustee Jones moved to approve. The
motion carried unanimously by roll call vote.

67-2004 Consider Approval of PUD Rezoning Request at 5151 52nd Street
Trustee Goodyke supported by Trustee Jones moved to approve. The motion carried unanimously by roll call vote.

68-2004 Consider Approval of Request for a Special Use Permit to Establish
A New Airport Car Rental / Sales Facility
Planning Director Peterson related the Airport is requesting permission for a Special Land Use Permit to establish car rental sites just south of the southeast corner of the airport entrance. This use would eventually replace the current rental car sites in the interior of the airport. The selling of cars would not be permitted other than for fleet renewal purposes (through wholesaling).
Trustee Timmons supported by Trustee Goodyke moved to approve. The motion carried.

69-2004 Consider Approval of Resolution Supporting Kent District Library
Millage
Trustee Goodyke supported by Treasurer Carpenter moved to approve. The motion carried unanimously by roll call vote.

70-2004 Consider Approval of Resolution to Petition Kent County Drain
Commission (KCDC) to re-route Walden Lake Drain
The proposed resolution would allow the KCDC to vacate and abandon a portion of the Walden Lake Drain and place a new easement over the drainage path where it crosses the Manchester Hills Site Condominium project. All costs would be assumed by the developer of the Manchester Hills project.
Treasurer Carpenter supported by Clerk Kleinheksel moved to approve. The motion carried unanimously by roll call vote.

71-2004 Discussion of Park Committee Recommendations of Possible Park Use
Of Vacant Township Property
The Park Committee has evaluated four vacant properties owned by the Township for possible park use. The properties at 4570 Whitneyville, 6206 Bechalla, 7359 Cascade Terrace, and 7459 Leyton were found to be unsuitable for park use.
Treasurer Carpenter suggested the Whitneyville property may be practical for a park in the future if the pathway were extended down Whitneyville Ave.

72-2004 Consider Resolution Allowing Firefighter Phil Monterusso to
Purchase Additional Time in MERS Pension Program
Clerk Kleinheksel related the MERS Pension Program will require a resolution each time an employee purchases additional time.
Treasurer Carpenter supported by Trustee Goodyke moved to approve. The motion carried unanimously by roll call vote.

Article 10. Manager's Comments
a. The watermain river crossing project has been completed successfully.
The contractor is finishing up some punchlist items.
b. The first reading for the DDA expansion plan will be presented at the
next meeting.
c. The sale of 2501 Thornapple River Drive is complete.

Article 11. Board Member Comments
Treasurer Carpenter commented on the genealogy workshop, led by
Jay Shook, on June 5th, held here in the museum building.
Supervisor Julien asked about the search for names of citizens who had
served on the Board in past years. Manager Cravens commented he has
encountered some problems in finding old records.
Supervisor Julien commented on the excellent job of paving in the
Tammarron neighborhood.
Another letter was received regarding safety on the Laraway Lake Drive
pathway. Trustee Goodyke and Clerk Kleinheksel agreed that they ride
and walk that section of path frequently and never feel unsafe.

Manager Cravens related he has seen the pathway used as a driving lane
to get around another vehicle making a left turn.

Article 12 Adjournment
Clerk Kleinheksel supported by Trustee Jones moved to adjourn. The motion carried and the meeting was adjourned at 8:10 pm.
