CASCADE CHARTER TOWNSHIP REGULAR BOARD MEETING
Wednesday, June 22, 2005
7:00 P.M.
Article 1. Supervisor Julien called the meeting to order at 7:00
p.m.
Present: Supervisor Julien, Clerk Goodyke, Treasurer Carpenter,
Trustees Beahan, Koessel and Parrish.
Absent: Trustee Currier
Others Present: Manager Cravens, Deputy Clerk Biegalle, Reporter Rick
Wilson, Engineer Brian Vilmont and those listed on Supplement #1.
Article 2. Supervisor Julien led the Pledge of Allegiance to the
Flag.
Article 3. Motion to approve the submitted Agenda was made by
Trustee Koessel and supported by Trustee Beahan. Motion carried
unanimously.
Article 4. Approval of Consent Agenda
a. Approval of Township Board Minutes
1. Regular Meeting Minutes of 6/8/05.
b. Receive and File Various Meeting Minutes

The Consent Agenda was approved on motion by Clerk Goodyke and
supported by Trustee Beahan. Motion carried unanimously.
Article 5. Financial Actions
a. Consider Approval General/Special funds Financial Reports for May
2005.
Motion to approve General/Special Funds Financial Reports for May 2005
was made by Trustee Koessel and approved by Treasurer Carpenter.
Motion carried unanimously.
Article 6 Public Actions
a. Public Hearing - re: Consider Sewer Extension Alternatives for
Burton Street, from Santigo Drive to Kraft Avenue.
Motion by Trustee Beahan and supported by Treasurer Carpenter to open
the public hearing at 7:05 p.m. The motion carried unanimously.
Manager Cravens reviewed the Neighborhood Meetings regarding the
Burton Street sewer extension. An information sheet was sent to each
resident affected by the extension. A couple of concerns brought up at
the informational meetings were a.) negative impact with construction
and b) effect of Lacks plume.
It was brought to the attention of the Board that the public was under
the impression from an article in the Grand Rapids Press that the
Public Hearing started at 7:30. Supervisor Julien asked the Board if
they wanted to wait until 7:30 to convene into the Public Hearing.
Consensus was the hearing would continue at 7:30 p.m. Motion by
Trustee Parrish and supported by Trustee Beahan to close the Public
Hearing at 7:12 p.m.to reconvene at 7:30 p.m. Motion carried
unanimously.
Motion by Trustee Parrish and supported by Trustee Beahan to open
the public hearing at 7:30 p.m. The motion carried unanimously.
Supervisor Julien asked if Engineer Vilmont could field questions from
the Board instead of going through a step-by-step presentation.
Engineer Vilmont stated that would not be a problem. Some of the
concerns from the Board were as follows:
· Is Fishbeck confident they can do a better job?
· The de-watering issue, what is different?
· Will the sewer line go in the middle of the road?
· Lacks plume
· What legal right do we have to hold developer to deepest sewer
option?
· Would this project be done in stages?
Discussion was opened up to the public.
Judy Gunther of 6035 Burton stated her main concern was the
de-watering issue. Engineer Vilmont addressed her concerns.
Mr. & Mrs. Kauffman of 5914 Burton asked if this would affect
their assessment. Supervisor Julien assured the Kauffman's that their
assessments would not change due to the addition of water/sewer.
Supervisor Julien took a couple of minutes to thank the Utility
Sub-committee, Jay and Brian Vilmont for all their time and effort on
this project.
Motion was made by Clerk Goodyke and supported by Trustee Parrish to
close the public hearing. Motion carried unanimously.
Article 7. Public Comments
Judy Gunther of 6035 Burton St. addressed the Board regarding the vote
on the Billboards at the Cascade Recreation Park. Ms. Gunther stated
she felt the $10,000.00 could have been put to good use on the
re-surfacing of the pathways in the Park.

050-2005 Consider Resolution to Approve Transfer ownership of 2005
Class C Licensed Business with Dance-Entertainment Permit, Located at
3030 SE Charlevoix, Cascade, MI 49546, Cascade Township, Kent County,
from Charlevoix Fitness Club, LLC.
Motion was made by Trustee Beahan and supported by Trustee Koessel to
approve Resolution to Transfer ownership of 2005 Class C Licensed
Business with Dance-Entertainment Permit, Located at 3030 SE
Charlevoix, Cascade, MI 49546, Cascade Township, Kent County, from
Charlevoix Fitness Club, LLC.
Motion carried unanimously by roll call vote.
051-2005 Consider Approval of Sewer Extension for Burton Street,
from Santigo Drive to Kraft Avenue.
Motion by Clerk Goodyke and supported by Trustee Koessel to approve
the recommendation of Fishbeck, Thompson, Carr & Huber of
Alternative No. 1 - Full Depth Sanitary Sewer in Burton St. from
Santigo Drive to Kraft Avenue. Discussion followed. Motion carried
unanimously by roll call vote.
Article 10. Manager's Comments
Manager Cravens presented the following comments:
· A post card is going to be sent out to Cascade residents regarding
the Concert Series being held at Tassell Park. This will be in the
mail by July 4th.
· Received a Memo from Forest Hills Condominium Association regarding
a noise complaint. This will be put on the agenda for the July 27th
meeting.
· The next Board meeting will be held at Thornapple Elementary.
Article 11. Board Member Comments
Trustee Parrish asked that the "term limit" discussion
happens when all the Board members will be present.
Trustee Koessel inquired about the public hearing being held at the
next regular scheduled Board Meeting regarding the extension of public
water to Thornapple Elementary School. Trustee Koessel also wanted to
thank Brian Vilmont for doing a fine job with the neighborhood
meetings regarding the Burton St. Sewer.
Treasurer Carpenter stated the Summer Taxes will be going out soon and
the Historical Society is in receipt of the Joyce Kilmer painting.
Trustee Beahan asked about the "under construction" signs at
Tassell Park.
Supervisor Julien stated he had a wonderful time at the Summer Concert
held at Tassell Park.
Article 12. Adjournment
Motion by Trustee Parrish and supported by Clerk Goodyke to adjourn
carried unanimously. Meeting adjourned at 8:34 p.m.
